Citistat
Citistat is an accountability instrument based on
the Comstat program pioneered in the New York City
Police Department. Compstat, utilizing computer pin
mapping and weekly accountability sessions, allowed
the NYPD to dramatically reduce crime, and is
employed by many police departments throughout the
country. Strategies are developed and deployed,
holding managers and supervisors accountable for
both success and failure. All results are measured
by-weekly, when departmental presentations are
given.
All Department of Public Works supervisors attend a
Citistat meeting on a bi-weekly basis. In addition
to the Township Administrator and Assistant
Administrator, members of the Township Committee are
frequently in attendance. Prior to each meeting, the
various divisions are required to submit relevant
data to the CITISTAT analysis agency. The Road
Division, for example, submits data on everything
from the number of potholes fill to the amount of
road material used to fill them. After all data is
recorded, the numbers are analyzed and presentations
are prepared.
The administrative Division analyzes all data
reported during each presentation, In addition to
making comparisons to the previous reporting period,
questions are posed to each Supervisor that are
designed to prove accountability.
The Township of Union CITISTAT Management Group has
developed numerous progressive and preventative
programs through the analyzation of provided data.
Problem areas are more easily identified, and
solutions are not impulsive, but thoughtful.
The CITISTAT program within the Township of Union
has been a model of success for many communities
throughout the state. Various municipalities have
sent representatives at attend these meetings, and
many have expressed an interest in implementing this
program in their community.
Recent examples of successful programs are:
1. 2006 Stump Removal Program – 275 Tree stumps were
removed from Township property within a six month
period.
2. Graffiti Program –Identified graffiti has been
removed from Township Buildings and Property by 92%
since the inception of this program.
3. Overtime Reduction – Overtime has been reduced by
73%
4. Sewer Backup complaints reduced by 33%
5. Productivity increase of 64%

PUBLIC WORKS ON PATROL
is a Crime Prevention Program designed to allow
Public Works employees to report suspicious or
unusual activity directly to the Police Department.
All Public Works Personnel are equipped with
portable radios which allows employees to quickly
contact police and report accidents or crimes in
progress. Public Works employees are well acquainted
with the Township, and are qualified to notice
anything out of the ordinary. The Public Works on
Patrol Program is another example of Township
agencies working together for the well being of the
community. |
